Qualifications:Minimum of 15 year(s) of experience in Procurement. OR BA/BS Degree in Business or similar. - Experience required with Windows, MS Word, MS Excel, MS Access, Power Point
- IAS experience desired but not required.
Duties:The contract specialist will work directly with the Contracting Officers in the Midwest Area and the Section Head, Engineering Project Managers (EPM) in Facilities Division, and Architect-Engineering firms to develop the programming and bridging documents for the project. This work includes contracting for space programming/allocation for research operations, participating in a design charrette and program document reviews, engineering support and calculations, cost estimating, review of contract documents for engineering and programming and participation in design review meetings. Interacts with contracting staff, engineering staff, contract architects and engineers, and program scientists at the Locations regarding the development of programming and conceptual design documents.

NOTE: This position has the option to work remote.
- Perform contract specialist support during the post award administration of all contract types. The tasks include development and review of documents prior to submittal to the contractor, assist with coordination on answering questions from bidders/contractors, and as well as providing contract
administration expertise. 40%
- Once the Government Employee has awarded a contract that will need administrative functions, the contract will be handed off to the Contractor to assess what the administrative timeline and milestones will be. This will include exercising option years, working on Notice to Proceed, ensuring that items are delivered and invoiced, de-obligations, and closeouts. 20%
- Provide contract administration support for design and construction management contracts for identified projects from the Section Head. 20%
- Develop and provide draft documentation (in accordance with ARS/USDA Policy) for all notifications for modifications, de-obligations, closeouts, and any other type of post-award functions in a reasonable amount of time to allow responsive and responsible submissions. 10%
- Provide contracting support to the EPM in the form of review comments on contact documentations for submittals and shop drawings. 10%
Other:- Training will be provided as needed.
