JOB SUMMARY
Services agency clients by recruiting highly qualified enrollees. Provides human capital management life-cycle support for program management and administration, working with internal Staff, Agency Monitors and Coordinators; provides advice and assistance to the Enrollees who participate in the programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Demonstrates a high level of customer service working with internal and external clients at all levels to develop relationships to foster program growth. Assist with the administration of agreements and modifications for the Forest Service ACES Program.
- Monitors life-to-date report in Enrollee Management System (EMS); re-allocates agreement funding as needed; prepares the wage increase spreadsheets (follows-up with Coordinators and/or Agency Program Managers as needed), reviews with NEW Solutions Program Manager, and enters in EMS; enters new agreement information in EMS; creates agreement folders; and process position duplications and enrollee transfers.
- Provides guidance and assistance to client agency leaders and staff throughout the human capital life-cycle, from preparation of Position Descriptions (PDs) and Job Requisitions, to recruiting qualified experienced workers, to providing traditional staffing and support services. Enters appropriate documentation into Enrollee Management System (EMS) and files documents in various files including the position history files, Enrollee personnel files, and other automated support systems used for records and systems management.
- Schedules interviews and documents reference checks. Manages onboarding process for candidate selected by the agency including sending electronic enrollment packets; routing and tracking required information for background investigations; entering required information into EMS; conducting thorough new Enrollee and Monitor orientations; and following up with Enrollees, Monitors, and Program officials to ensure successful integration of the selected candidates into the Program.
- Provides necessary support, guidance, training and recognition to Enrollees and Agency staff. Responds to inquiries from applicants, program Enrollees, agency staff, and colleagues regarding vacancies, policies, practices, procedures and benefits, payroll and e-timesheet questions, Enrollee training and travel, and any other human resource related-issues. Works with Agency Staff to resolve inconsistencies, Enrollee work or performance problems, or issues while keeping appropriate headquarters staff informed. Provides information and recommendations; facilities conversations with Monitors dealing with enrollee issues.
- Works with Monitors on Performance improvement Plans, disciplinary processes, and removals.
- Organizes and facilitates large meetings with the client agency for the purpose of providing Monitor refresher information, updates on programs and changes and systems, and to obtain feedback. Coordinates appreciation events, health fairs, Enrollee training sessions, and informational sessions.
- Maintains all electronic and physical files. Processes personnel actions, annual Enrollee renewals, and required telecommuting paperwork.
- Coordinates and documents reports/forms required for Worker's Compensation and Family Leave Act (FMLA). Works with the Financial Management Team to assist in administration of cooperative agreements and tracking fund levels; participates in company teams and working groups and prepares narratives, communication pieces, and newsletter articles as requested.
- Under general supervision, proceeds alone on regular duties, referring questionable cases to manager. Individual contributor. No direct or indirect reports.
QUALIFICATIONS AND SKILLS
- In-depth knowledge of online recruiting
- Ability to source candidates via multiple means including job boards, professional associations, and social media sites
- Techniques of employee recruitment, management and human resources administration.
- Ability to place individuals in difficult to fill positions
- Highly motivated and proactive
- Ability to work independently as well as in a team setting
- Demonstrated success as a collaborator, problem solver, and with handling multiple priorities effectively.
- Proficiency in Microsoft Office Suite, SharePoint, and ability to easily learn to use specialized software packages.
- Written and verbal communication; interpersonal skills.
- Superior customer service abilities.
- Experience with non-profit, for-profit, and government sectors desired.
- Experience with DocuSign, AcquireTM or ATS systems.

EDUCATION AND EXPERIENCE
- Required: Bachelor's Degree Preferred: Master's Degree
- Required 0 - 2 Years Relevant work experience
- Preferred 2 – 4 Years
Education and experience requirements may be substituted on a year-for-year basis by relevant, demonstrated, progressive, and directly related education/work experience.
