NEW Solutions connects experienced workers (ages 55+) with the USDA National Agricultural Statistics Service (NASS). These experienced professionals provide administrative, scientific, and technical support to the National Agricultural Statistics Service through the Experienced Worker Program (EWP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. Qualifications:Minimum of 5 year(s) of experience in developing and evaluating remote sensing data sources and methods used for agricultural monitoring, acreage assessment, yield forecasting, crop condition assessment, and geospatial analytics. OR BA/BS Degree in Geography - Geospatial data analysis skills

Duties:The enrollee serves as an Agency specialist on geospatial analytics and methodology, providing expert advice, authoritative guidance, and cross-agency support in the development, application, and improvement of advanced geospatial and remote-sensing methods used by NASS. The role encompasses technical expertise for remote sensing, acreage estimation, land cover classification, crop condition assessment, yield forecasting, geospatial statistics, and GIS-based analytics. The enrollee advises the agency and partner agencies on the operational use of advanced image-processing software, sensor data, and geospatial workflows to prepare, classify, and analyze satellite and aircraft systems data for crop monitoring and forecasting. The enrollee also provides technical guidance to USDA and non-USDA partners on methodologies supporting satellite-based agricultural monitoring, soil moisture and yield modeling, vegetation condition assessment, time-series analytics, and other geospatial techniques applied in NASS programs.
The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. - Apply established GIS and remote-sensing techniques to generate accurate and timely crop statistics that meet operational requirements. 25%
- Implement and refine geospatial workflows using tools such as ArcGIS PRO, ERDAS Imagine, Google Earth Engine and other image-processing software to prepare and analyze satellite and aerial data. 20%
- Improve and evaluate operational crop-estimation models by integrating geospatial inputs and ensuring reliable performance for production use. 20%
- Assess and incorporate new satellite data sources to enhance model outputs and strengthen the operational accuracy of crop estimates. 20%
- Collaborate with statisticians, geographers, branch staff, and IT personnel to ensure geospatial resources align with program needs, agency standards, and evolving methodologies. Provide training, reference materials, and technical guidance to analysts and staff on the use of geospatial resources, review tools, and structured evaluation processes. 15%
