For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the USDA National Agricultural Statistics Service (NASS). These experienced professionals provide administrative, scientific, and technical support to the National Agricultural Statistics Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

Minimum of 5 year(s) of experience in a data driven environment focusing on procurement and acquisition support activities. OR AA Degree

  • Specialized skills for an acquisition administration role include strong knowledge of federal acquisition regulations, agency-specific procurement processes, project management methods, and the ability to coordinate with contracting offices and stakeholders effectively. The role also requires exceptional documentation, organizational, analytical, and communication skills to manage procurement workflows, ensure compliance, and support administrative and contracting activities.
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint
Duties:

The Technical Acquisitions Administrative Specialist supports the NASS Office of Administrative Services by coordinating with servicing contracting offices; preparing complete, compliant procurement packages (e.g., Acquisition Plans, SOWs/PWSs, IGCEs, market research, and J&As as applicable); maintaining an organized repository of acquisition documentation; tracking solicitation and award status and providing routine progress reports with risk highlights and facilitating technical evaluation activities. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

  • Procurement Package Development: Prepare and assemble complete procurement packages, including drafting or reviewing Acquisition Plans, Statements of Work (SOWs)/Performance Work Statements (PWSs), independent government cost estimates (IGCEs), market research documentation, Justifications for Other Than Full and Open Competition (J&A) when required, and all other required forms and approvals. Ensure each package is complete and ready for submission with all necessary content and approvals (e.g., Acquisition Approval Requests).   40%
  • Liaison with Contracting Offices: Act as a coordinator between NASS and the servicing contracting office. Facilitate communication and information exchange to address inquiries, clarify requirements, and expedite procurement actions. Track the status of solicitations and awards, proactively working to resolve administrative issues and keep acquisitions on schedule.   25%
  • Documentation: Maintain an organized repository of acquisition documents and templates for NASS (e.g., standard SOW/PWS templates, evaluation criteria forms, contract checklists).   20%
  • Administrative Support: Assist in scheduling and supporting technical evaluation panels and other pre-award activities. Ensure each package is complete and ready for submission with all necessary content and approvals (e.g., Acquisition Approval Requests).   15%
