NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. Qualifications:Minimum of 30 year(s) of experience in Position Classification work. OR BA/BS Degree - Training in leadership in Human Resources

Duties:The enrollee performs position management and position classification functions to ensure the proper documentation and establishment of positions throughout REE.
The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. - Acquire input from managers and gain an understanding of their position requirements in order to provide a proper classification of the position title, series and grade. Draft Position Descriptions (PDs), review, and make recommendations for corrections on already drafted PDs to help support the requested title, series, and grade. Document the appropriate classification for the position. Prepare briefing papers or option papers on various classification and position management issues. Research and respond to questions and offer alternatives on classification and position management questions. Provide advice and assistance regarding organization and position structuring. Create new and/or revised mission and function statements. Write evaluation Statements. Develop cross walks depicting movement of persons and positions for restructuring and reorganizations. Conduct organizational analysis and provide position management advice and function and responsibility overlap and recommend ways to correct, etc. Conduct desk audits of positions to ensure proper classification. Review request for classification action and recommend approval or rejection. Develop meaningful and equitable grade structures through the reorganization of organizational elements when the request of mangers is for additional positions or changes to positions.

- Submit biweekly status reports to the monitor and will include an accounting of hours listed by contractor staff for each line item. Meet with the monitor during a regularly scheduled meeting or conference call in order to review the most recent status report and discuss any issues or concerns. Provide monthly reports detailing accomplishments, on-going efforts, future planned efforts and recruitment timeline metrics.
